一位外国人对重庆禁摩的见解

我不能理解重庆为什么要惩处骑摩托车的。因为并不是骑摩托车的造成重庆诸如交通死亡或者交通混乱等问题。重庆政府应该去看看那些出租车司机,公交车司机还有那些认为他们根本不需要遵守法律的高级轿车的拥有者们。
在我一生中,我从来没在我到过的任何地方看到像重庆的出租车司机,有钱的私车司机和公交车司机这样无视交通安全,行人安全和乘客安全。公交车司机超速行驶,出租车司机和一些重庆市民无视道路状况,交通法规和行人安全。那些老年人,那些建设了这个伟大国家的老年人们,不得不奔跑着过马路,仅仅因为一些有钱的女士赶着去做发型;或者赚钱的生意不能因为让这些老年人过马路而停下几秒种或者几分钟而耽误了。
人们因为这些冷漠,自私和危险的出租车和公交车司机们在重庆的大街上面临死亡的威胁。这不是摩托车司机在杀死他们,而正是那些出租车,公交车和富有的私家车主们在杀死摩托车司机,行人和其他的司机。这简直太疯狂了!
即使交通事故,伤亡的数字在不断上升,重庆的一些司机们任然照样无视公众和私人的安全。好像重庆的司机不甘于在任何人后面。他们每个人都认为他们应该在第一个。。。要在任何人的前面。结果呢?每个人都拼命想在最前面,猜猜怎样?前面就只有那么有限的空间,不可能每个人都在最前面!重庆的街道不是F-1赛场啊。
让情况更糟的是,好像重庆就没有强制的法律措施。请原谅我,如果你是一个摩托车司机,重庆是有这样的强制措施的。但是对于出租车,公交车和私车却没有。我想向各位说明的是我曾经在很多场合亲眼看见重庆开着警车的警察们毫不尊重他们自己曾经宣誓去忠实和执行的法律。如果对这些本应保护人们避免被大街上那些危险和疯狂的司机所伤害的警察都无法约束,那确实是非常悲哀的事情。
是的,每天都有人们在重庆的街道上,高速公路上面临死亡的威胁,因为没有现行交通法规的强制措施;因为出租车司机认为超速行驶才能赚到钱;因为有钱的人们认为他们比那些买不起豪华轿车的人们优越所以他们可以凌驾于法律之上。
这个城市的脊梁是那些劳动人民。是那些做着我们谁也不愿做的那些工作的人们。投递员,棒棒,给我们送水的,给我们送报纸的,那些在街角给我们送来新鲜蔬菜和水果的人们,那些替我们清扫并把垃圾送出我们社区,尽力使这个城市保持洁净的人们。他们都骑着摩托车,三轮车和微型助力车。
重庆正在开始清除它认为不光彩的那面。如果重庆希望被认可为一个发达的城市,一个国际化的城市,那么需要有人开始去承担起作为重庆市民的责任并且向世界表明重庆已经准备好承担提供一个安全交通环境的责任。我个人认为政府和重庆市是在塑造这个城市的精英形象,而尽力掩饰城市的低水平阶层,把他们推到后街或小巷,这样他们才不会被看到或听到。
所以,我猜如果我想留在中国,在中国找到幸福,我必须找到一个城市,它的政府真正关心它城市公民的安全和福利。我猜我还得继续探索这个国家去找到一个城市,在那里金钱,偶像和有钱人不能操控政府而政府关心它所有市民的公平和平等甚于其他。
是的,我是一个外国人。是的,我有一辆摩托车。是的,我有佩戴头盔。是的,我有驾照。是的,我有买保险。所以我对重庆政府的问题是:如果我有所有必须的文件允许我骑摩托车并且我已经缴纳所有的税费,我为什么不能在我支付过税费的马路和街道上上骑摩托车?不要管摩托车吧,去管管那些真正存在的问题:出租车司机,公交车司机还有那些自私的认为他们就是上帝的私家车司机们吧。

I don’t understand why the City of Chongqing is punishing motorcycle riders. It is not the motorcycle riders that are causing all the traffic problems, the traffic deaths, and traffic confusion in Chongqing. The government of Chongqing needs to look at taxi drivers, bus drivers, and those people who own the luxury cars who think they are not required to obey the law.
I have never, in my entire life, at anyplace else in the world I have visited, witnessed such disregard for traffic safety, pedestrian safety, and passenger safety as that in the City of Chongqing by taxi drivers, wealthy drivers, and bus drivers. Bus drivers speeding, taxi drivers and private citizens of Chongqing ignoring road conditions, traffic laws, and pedestrian safety. The elderly people, the people who built this great country, are forced to run across streets because some rich woman is late for a hair appointment. A wealthy business executive cannot be bothered with waiting a few seconds, a couple minutes more, to allow these elderly people to cross a street.
People are dying on the streets of Chongqing because of the uncaring, selfish, and dangerous taxi and bus drivers in Chongqing. It is not the motorcycles that are killing people. It is the taxi, bus, and wealthy drivers that are killing motorcycle riders, pedestrians, and other drivers. This is absolutely insane!
Even with the mounting numbers of accidents, injuries, and fatalities, drivers of Chonqging continue their obsession with a blatant disregard for personal and public safety. It seems that drivers in Chongqing cannot stand being behind anyone else. They each have a personal belief they MUST be first...ahead of everyone else. The result? Everyone racing to be in front of everyone else, and guess what...there is only so much room in the front! Not everyone can be in the front! The streets of Chongqing is NOT a Formula-1 racetrack.
To make matters worse, it seems there is no law enforcement in the City of Chongqing. Oh, forgive me, there is law enforcement in the City of Chongqing if you are on a motorcycle…but none for a taxi, a bus, or a private car. And if the truth be know, I have personally witnessed, on many occasions, Chongqing police operating official vehicles with total disrespect for the laws they are sworn to enforce. It is sad when there is not even any control over the people [police officers] who are entrusted to protect the people from the dangerous and crazy people driving on the streets.
Yes, everyday there are people dying on Chongqing streets and highways because there is no enforcement of current traffic laws; because taxi drivers think speeding around the city will make them more money; because the wealthy people driving luxury cars think are superior to those who cannot afford a fancy car making them above the law.
The backbone of this city is the working people. The people who do all those jobs that none of us want to do. The delivery people, the bangbangs, those who deliver our bottled water, those who deliver our newspapers, those who bring fresh fruits and vegetables to our street corners, those who clean up after all of us and take our trash out of our neighborhoods to try and keep this city clean. They all ride motorcycles, tr广告cycles, and tiny motorized vehicles.
The City of Chongqing is going to break the back of this city. If the City of Chongqing wants to be considered a developed city, an international city, then someone must begin the process of acting responsible for the citizens of the City of Chongqing and show the world the City of Chongqing is ready to accept the responsibility of providing a safe environment. In my opinion the Government and the City of Chongqing is caving in to the elite of this city. Trying to hide the lower class citizens of this city, pushing them aside to the back streets and alleys where they cannot be seen or heard.
So, finally, I guess I want to stay in China, find happiness in China, I must find a city in China where the government is truly concerned about the safety and welfare of its citizens. I guess I’ll have to explore this country and find a city where money, image, and the wealthy people are not running the government and where the government is more concerned about fairness and equality for all people of that city.
Yes, I am foreigner. Yes, I have a motorcycle. Yes, I wear a helmet. Yes, I have a drivers license. Yes, I have insurance. Yes, I paid my road and bridge tolls and taxes. So, now my question to the Chongqing government is this: If I have all the necessary documents allowing me to ride my motorcycle and I have paid all the necessary taxes and fees, why then, am I not allowed to ride my motorcycle on the roads and streets that my taxes have helped pay for? Leave the motorcycles alone! Go after those who are the real problem: Taxi Drivers, Bus Drivers, and those self-centered private drivers who believe they are above GOD!
(Lijiang is a beautiful city. I can ride and ride and ride…SAFELY!)
